147th convocation FCC

LAHORE: The Forman Christian College (FCC) held its 147th convocation at the campus on Saturday, the chief guest of the event being FCC patron and Punjab Governor Sardar Muhammad Latif Khosa.
The convocation was the ninth since the FCC became a chartered university in 2004. Degrees were conferred to 174 students on the convocation, among which 51 were of BA Honours, 72 of BSc Honours, 8 of BSc Honours Business, 10 of BSc Honours Computer Science, 9 of MAS Economics, 10 of MPhil Biotechnology, 4 of MPhil Chemistry, and 10 of PG Advanced Diploma in English Language Teaching.
Awards were also distributed to Intermediate students who had produced outstanding results in the board exams. The Maulana Syed Farzand Ali Medal for securing the highest marks in Arts/Humanities was awarded to Muhammad Safi Aslam, The Allama Inayatullah al-Mashriqi Medal for first position in General Science went to Abrar Aslam, Muhammad Rafay Khan Niazi won the Dr K C Chaterjee Medal for the highest score in Pre-Medical group, and Mian Muhammad Waqas received the Dr M I D Chugtai Medal for securing the first position in Intermediate Pre-Engineering. Also, Dr Lubna Amir from the Department of Chemistry received the Outstanding College Teacher Award.

Khosa said that the four-year BS programme was a pace setter in the history of higher education in the Pakistan. At the end of the convocation address, the governor was also presented with a college plaque by the rector.
Separately, the rector summarised the progress the university had made since its denationalisation. The student body had increased by 94 percent, the faculty by 86 percent of which 50 percent held PhD degrees. In addition to the new degree programmes, the rector highlighted the renovation of existing buildings and construction of two new buildings.

Punjab board result messed up reasons

LAHORE, judicial commission probing into loopholes in messed-up intermediate results on Thursday snubbed former IT consultant of Punjab’s education boards Dr Majid Naeem when he tried to criticise media’s role during the episode.

Recording his statement to the commission, Dr Naeem said every year education boards commit errors in results but this year the media scandalised the matter. He argued if there had been any serious problem with the computerised system, the matriculation results would not have been compiled with only minor or routine errors.

Commission member Justice Chaudhry Shahid Saeed, however, rejected the argument and said addressing Dr Naeem: “You think the media should have stayed idle even when students were on roads and boards’ properties were set on fire.”

The judge observed that the media played its due role and tried its best to show the issue in true colours. The former IT consultant, presently in NAB’s custody, reiterated his statement that boards’ administration was involved in the protests and ransacking on board promises. He said a mafia comprising a few people had its monopoly in the boards who sabotaged the computerised system to maintain their hegemony.

The commission, however, observed that the statements of all education boards’ heads suggested that Dr Naeem was given unlimited powers and nobody dared to even point out flaws in the system.



Dr Naeem told the commission that he had sought three days from the boards’ heads to remove the errors in the result but his offer was not considered. The commission asked the former consultant to file his final statement, observing that his appearance in the court was not necessary on every hearing.

Punjab Information Technology Board Chairman Umar Saif Khurram and director general Naeem Waqar Qureshi, Lahore BISE’s IT in charge Mian Tariq Mahmood and controller examinations Anwar Ahmad also recorded their statements.

Lahore board’s store superintendent Muhammad Tariq presented the record of equipment purchased for the computerisation project.

Mr Khurram agreed to commission’s argument that each education board should have introduced its individual computerised system and the old manual system should have also been run parallel to the new. He said the boards had not the required manpower to enforce and effectively run the new system.


The commission also allowed Judicial Activism Panel chairman Muhammad Azhar Siddique to assist it in the matter and present documentary evidences on Friday (today).(DAWN)

LAHORE – A two-member bench of the Lahore High Court on Thursday dismissed the petition of Dr. Majid Naeem , former IT consultant of all education boards in Punjab, who has challenged his arrest by the National Accountability Bureau.
Dr. Naeem through his counsel pleaded that the bureau’s investigating officer arrested him without obtaining permission from the competent authority, the chairman of the NAB. The counsel also said that the case against his client was fabricated and based on malafide.
He prayed to the court to declare arrest of Dr. Naeem and subsequent physical remand awarded by an accountability court to NAB as illegal and without any lawful authority. The NAB arrested Dr. Naeem following a reference filed against him on charges of misappropriating Rs27,97,850 in Punjab University’s funds and misuse of authority during his stint as Punjab University College of Information Technology Principal. The court had already dismissed his acquittal application in the case. Accused Naeem soon after his remand had filed anapplication with NAB for plea-bargain (willingness to return embezzled money).
After arguments, the bench comprising Justice Nasir Saeed Sheikh and Justice Rauf Ahmad Sheikh reserved the judgment and later announce the verdict.
Meanwhile, Judicial Commission Chairman Justice Shahid Saeed on Wednesday praised the role of electronic and print media in highlighting the blunders in online intermediate results.


Justice saeed said that media tried its best to show real image of the issue and to awake the government. The chairman also admonished the former ITconsultant of all education boards in Punjab Dr Majid Naeem when he criticized media’s role.

Children’s Festival

Literary beginnings Children’s Festival starts tomorrow
LAHORE: More than 50 speakers and authors, including a few from India, will participate in the two-day Children’s Literature Festival, scheduled to begin on November 25.
The festival will be held at Children’s Library Complex and is being held in collaboration the Foundation Open Society Institute, US Consulate Genral and the British Council.

Ameena Saiyid of the Oxford University Press said, during a press conference, that the event promised two days of fun filled learning for children.
Saiyid said that the festival will also include sessions for adults as well.
Dr Arifa Syeda, and the ambassadors of the Children’s Literature Festival including Nadia Jamil and Adeel Hashmi were also present at the press conference. Dr Syeda narrated a few Urdu stories for the children present at the press conference.
Hashmi called the festival “the first step towards inculcating the habit of reading in children”. Jamil, Hashmi and Sania Saeed will judge a dramatic reading competition during the festival.


Kamini Masood, a grade 10 student at the Lahore Grammar School and the festival’s young ambassador, said that she hoped that the event will help children in improving their expression.
Baela Raza Jamil of the Idara-e-Taleem-o-Aagahi said that the chief minister, who is expected to inaugurate the festival, will also read to the children.
The Children’s Literature Festival will go on for two days from 10 am to 5 pm at the Children’s Library Complex.
There will be a book fair, live puppet shows, story telling, creative writing, poetry recitals and other interactive activities for children.
Dr Marilyn Wyatt, the wife of US Ambassador to Pakistan Cameron Munter, is expected to read from Tom Sawyer on the first day of the festival while Nigar Nazar will draw cartoons for the children.
A play Jungle Jungle Zindabad, about preserving the environment, and a musical narrative, conducted by Ali Noor and Ali Hamza of Noori band in collaboration with Valerie Kaul, a teacher at the Lahore American School, will also be performed.

LHC Issues Notics to UHS

LAHORE:November 22: The Lahore High Court on Monday issued notice for December 9, to University of Health Sciences (UHS) on a civil miscellaneous application seeking permission to implead UHS in a pending petition challenging establishment of four unrecognized medical colleges in the province.LHC Chief Justice Sh. Azmat Saeed issued notice on a application filed by the petitioner-counsel Noshab A Khan. The counsel submitted that the UHS had dropped names of 400 candidates from the merit list for admission to government institutions for the 2011-12 session as the medical colleges set up in Sialkot, Gujranwala, Sahiwal and DG Khan had yet to be recognised by the Pakistan medical and Dental Council (PMDC).”The rift between the Punjab Government and the PMDC over recognition of these colleges has so far put the future of students at stake,” he said. He said that public and private medical colleges were bound to finalise their admission process before November 30, according to PMDC rules.But admission and registration matters of students of these colleges have worsened because of delay in completion of procedural formalities by the respondents, he said.He said that the situation further worsened after the UHS refusal to get the students registered, who were already taking classes in said colleges for last one year, with the PMDC. He requested the court to allow to implead the UHS in the case. The CJ after hearing the arguments issued notice to the UHS for December 9 and also issued notice to Punjab government and others on main petition.The petitioner submitted in his petition that the Punjab government inaugurated four medical colleges without recognition of the PMDC for validation of Medical Qualifications. He submitted that the government remained oblivious despite students’ genuine concerns over not seeking recognition by the PMDC of these colleges.He said the precious academic year of the students was at stake and if the government was not restrained to stop this illegitimate activity, the students were bound to suffer grave and irreparable loss.APP.

BISE BOARD Lahore Case

Dr Majid Naeem, former Information Technology consultant to all eight Boards of Intermediate and Secondary Examination (BISEs) in Punjab, revealed before the judicial commission on Tuesday that all boards had minted millions of rupees from the students in the name of computerized system and waster money on purchase of unnecessary things.

He furnished 30 pages reply before the commission and stated that the BISEs authorities had collected Rs 300 million by charging Rs.100 from each student but they had concealed the minted money as it was not shown in accounts. He said the authorities had wasted the money by purchased unnecessary things.

Naeem defended the on-line system saying the employees of the BISEs had failed the computerized system to settle score with the present BISE chairman. The NationalAccountability Bureau officials produced handcuffed Dr Majid before the commission comprising Justice Shahid Saeed, probing the errors and faults made in the intermediate results.

Dr Naeem said the “Booty mafia” elements among the BISEs employees had tried to create an impression that the system had collapsed. He said that, in 2009, during the matriculation examination, BISE employees had gone on strike and refused to prepare results. He said the government had got detained various BISE employees under section 16 of Maintenance of Public Order and the employees had held BISE chairman responsible for their detention. He said the same person was again appointed as the chairman before this year exams and the employees had decided to avenge themselves on him by failing the system fail.

About his arrest by the NAB, Dr Majid said that, in 2001, admission papers of the Punjab University were prepared for which the PU vice chancellor himself had made payment but he was illegally implicated in the case.

He said he had also served at the Government College University (GCU), Lahore, but resigned to protest illegal admissions made by the then registrar. He said he was given the task to accomplish the project in three months at the UET which he had successfully completed. He said he had rendered his services at the UET and the PU without getting any remuneration. He said his services were hired by the Punjab Boards Chairmen Committee (PBCC) and he was

awarded a contract against Rs500,000 for four months. He said he had served for one year and four months for the BISEs but he had received only Rs 220,000. He said now the PBCC had given the same task to the Pakistan Telecommunication Limited for Rs15 million.



He also rejected the allegations that he had received kickbacks in purchase of equipment foron-line system. He said he had nothing to do with purchase as it was the responsibility of the BISEs to buy the items. He said authorities should produce a single receipt signed by him. He said he had asked authorities to cancel tenders for purchase of unnecessary computer devices.

He said consultants of all BISEs were taken on board and he had been regularly briefing the chairmen of the BISEs and their IT consultants on the progress in the work, and he had never bypassed them.

He said no chairman of the BISEs had even a basic knowledge of the computerized system and he had been briefing them by translating computer terminology in their own language. At this, the judge said it seemed he had taken advantage of this situation and made the chairmen fool.

He also denied the allegations that he had designed complicated answer sheets and admission forms. He said he had reduced the admission forms from six pages to only one page and made them foolproof.

He said he had not introduced new on-line system as it was launched by his predecessor, Yousaf Hamdani, who was terminated as he failed to run it smoothly.

He said he had requested the BISEs employees in written to also prepare results manually too but they had not done so. They had also not used software he had launched, he said and added that different BISEs had used their own software and could not prepare error-free results.

Lahore BISE Store Superintendent Tahir, appearing before the commission, said Dr Majid had cancelled various tenders, terming them useless. He said different items were purchased by Dr Majid but he was unable to produce proof, when asked by the judge.

At this, the commission ordered him to appear on Thursday with proofs. He also admitted that bar code readers were purchased with lesser rates on recommendations of Dr Majid instead of those which were finalized by BISE’s authorities on high rates.

Malik Nisar, representative of Multan BISE employees union, said corruption of millions of rupees was committed through this system. He could not provide any written proof in this regard. The commission adjourned the hearing for November 24, summoning the Lahore board controller of examination. <

LHC VS Medical Colleges Case

LAHORE High Court Chief Justice Sheikh Azmat Saeed on Monday again sought reply from Punjab government by December 9 on a writ petition challenging establishment of four unrecognised medical colleges in the province.

The government was already directed to file reply but it failed to comply with court directions. Justice Saeed observed that Punjab government had already sought a number of adjournments in the case but could not file reply.

Advocate Noshab A Khan filed the petition stating that the government of Punjab inaugurated four medical colleges without fulfilling basic requirements. He said it should have approved recognition of the Pakistan Medical and Dental Council (PMDC) for validation of medical qualifications.

He said the government opened these medical colleges in Sialkot, Gujranwala, Sahiwal and Dera Ghazi Khan. He said there was allocation of 100 seats in each college and admissions for the academic session 2010-2011 had already been completed. The government remained oblivious despite students’ genuine concerns over not seeking Pakistan Medical and Dental Council recognition, he said.


Advocate Noshab A Khan said that the government needed to seek PMDC recognition with retrospective effect in order to give validation to the qualifications awarded by the aforementioned medical colleges.



Advocate Noshab A Khan submitted that in thesecolleges the qualificationwould be invalid without recognition by the supreme governing body regulating the medial and dental education.

He said the Punjab government did not even bother to apply to the Pakistan Medical and Dental Council for recognition till date. As a matter of fact for seeking recognition by Pakistan Medical and Dental Council, the government should have fulfilled the eligibility criteria, including college building, qualified faculty, attached teaching hospital, fully equipped laboratory and library, but the newly openedcolleges lacked all these basic requirements.

Advocate Noshab A Khan said the precious academic year of the students was at stake and if the government was not stopped from this illegitimate activity, the students were bound to suffer grave and irreparable loss.

He said the Supreme Court in its judgment had categorically declared fake all the medical and dental colleges lacking Pakistan Medical and Dental Council recognition. He prayed to the court to declare the opening of these colleges as illegal and having no legal authority. He also prayed to the court to stay the functioning of the colleges till final disposal of the petition.

LAHORE - Lahore University of Management Sciences (LUMS) Vice Chancellor Dr Adil Najam is one of the contributing authors of the landmark United Nations (UN) report ‘Towards a Green Economy: Pathways to Sustainable Development and Poverty Eradication’, which was just released by the United Nations Environmental Programme (UNEP) in Beijing, China.
The report, a result of a three-year global research effort involving hundreds of experts, underwent a three-month public review before being unveiled on Thursday. It confirmed that an investment of two percent of the global GDP across 10 key sectors was required to kick-start a shift from the current polluting and inefficient economy to an eco-friendly one.
The new UN report demonstrates that governments and businesses alike are taking steps to accelerate a global shift towards a low-carbon, resource-efficient and socially inclusive green future. In a statement issued on the release of UNEP’s flagship report, Towards a Green Economy: Pathways to Sustainable Development and Poverty Eradication, UN Secretary General Ban Ki Moon said, “With the world looking ahead to the Rio+20 UN Conference on Sustainable Development in June 2012, the UNEP Green Economy report challenges the myth that there is a trade-off between the economy and the environment. With smart public policies, governments can grow their economies, generate decent employment and accelerate social progress in a way that keeps humanity’s ecological footprint within the planet’s carrying capacity.”
Dr Adil Najam, who is a leading global expert on environmental policy and sustainable development, was one of the contributing authors to this landmark report, as part of the section on agriculture and the green economy. Najam was also a part of the author team for the reports of the Intergovernmental Panel on Climate Change (IPCC), work for which the IPCC was awarded the Noble Peace Prize. Speaking about the report, the LUMS vice chancellor highlighted the importance of ‘green jobs’ as a pathway to a sustainable future, especially for countries like Pakistan. LAHORE - Admitting the failure of the electronic system introduced by Punjab Chief Minister Shahbaz Sharif, the Board of Intermediate and Secondary Education used the old manual system in re-announcing the ‘corrected’ Intermediate Part-I results, reopening the doors to corruption and booti mafia in all the eight education examination boards of the Punjab.
According to BISE insiders declaring of results according to the old manual system is a victory of the corrupt mafia and the clerks who had forced the Punjab government to bow down before them.
Experts said this is the first time in the history of the province that a government bowed down completely before corruption instead of finding ways to counter it.
In a superhuman effort, the BISE, under Chairman Allah Buksh Malik, was able to finalise the results that ended up raising the pass percentage to 50.26 percent from a mere 39.64 percent and which they claimed would have delivered justice to many. But, however, the question remains as to how the BISE plans to counter the corruption that has taken the entire system hostage. Even though Punjab Education Minister Mian Mujtaba Shujaur rahman has claimed that the clerks had put in a major effort in setting the result straight, the truth, however, is completely different. All eight BISE of the province, including the one at Lahore that deal with examination of thousands of matriculation and intermediate students are in the grip of a clerks’ mafia and so-called employees unions that are experts in setting up ghost centres and tempering with the results, making millions in the process.
Many a times, ghost centres were identified and fake examiners were also arrested however, not much was done to curb the menace of corruptions and hegemony of private mafia at the BISE.
“The private mafia runs the BISE. It has strong links inside the government and some elements of it also run pressure groups in the form of media channels,” said a senior official of the BISE Lahore, asking not to be named. He said these officials had destroyed the board. “Is the government blind? Does the CM not see from which private institutions the students’ protest over results were being orchestrated and who from the former governments was responsible?” asked the official.
“The CM is well aware of the corruption stories but it seems that he has given up and is helpless against the deep-rooted system,” according to a senior clerk of the BISE asking not to be named, adding “the CM has tried his best, even the education minister could not do what the CM has done”.
“The clerks have failed the online system deliberately, because it stopped them from making money,” he said, adding that the probe of the judicial commission would make things clear but till then, the students were at the mercy of the clerks.
“There is a strong union of corrupt clerks that were recruited during the previous CM’s tenure and they create trouble for the present government whenever it is time to announce the result,” said another insider, adding that the last time, they had started protesting against the government at the time of the result to sabotage the functioning of the board.
“These clerks work for private mafia and they can do anything, with the backing of those who control them,” he added. “Former online consultant Dr Majid Naeem was given a lot of money that has gone to waste. People committed suicide and during the protests, government buildings were destroyed that means more losses to the government,” said Saleem, an intermediate student. “No matter who is the culprit, it is the people who had to suffer,” he added.
BISE Chairman: “The only thing BISE needs is honest officials. I request the CM to appoint three honest officials on merit, the chairman, the controller and the secretary, and all doors to corruption will be closed,” said BISE Additional Chairman Allah Buksh Malik, adding no matter what the system, corruption was a reality and vowed that in the coming days the system would be made foolproof.Pakistan Today.

HSBC Bank Lauches “Kids Read”

LAHORE The British Council and HSBC Bank Middle East launched a new fun reading initiative titled “Kids Read” in a combined ceremony at the Government Model Girls High School, Model Town Lahore, and St John Girls and Boys School, Youhanabad.
The initiative is aimed at encouraging primary school kids to read and bring out their zeal and enthusiasm. The programme also involves a variety of school activities alongside public activity through community events.




The formal launch of the activities included a storytelling session by Wendy Arnold, a renowned writer and advocate of children’s fiction and poetry, and that was followed by a series of Storytelling TrainingWorkshops for the Pakistani teachers. The children engaged enthusiastically in the activities of the launch.

CNG BUS Launched in Lahore

Lahore THE newly launched CNG bus service has announced a daily partial strike for total five hours in the City after just one day of the start of its operation, courtesy the prevalent culture of hooliganism among college students who refuse to pay fare and dictate bus stops on a whim.

The operator of the CNG bus service, Foton, halted its operations from 7am to 9am and again from 12pm till 3pm daily in the provincial metropolis here on Thursday in reaction to violence by college students and decided to follow the routine on a daily basis.

The CNG buses, fresh from China, had started operating on Tuesday and it seemed that the Lahorites would finally breathe a sigh of relief by having an addition of over 100 buses in the public transport which had lately almost lost its presence. However, at around 9am on Thursday, students of the MAO College tried to condition the new buses with their hooliganism of traveling free of cost and forcing the driver to stop at points not designated as bus stops. A similar incident occurred in front of the Government Diyal Singh College. The drivers and conductors of the bus service resisted this vandalism and told the students that they would not allow any freeloaders on-board and will observe the designated stops. This infuriated the ‘vibrant youth’ who finally resorted to violence.

This is not the first time transport owners have been harassed and blackmailed by students, in fact anyone who runs his vehicles as public transport on routes that go by certain colleges, already know that students lawlessness comes with the package. There was no logical end to this until the transport owners bowed to the whims of students and if they were offered resistance, they could damage vehicles and assault the crew, said Munir Ahmed who operated 10 vans in the City.



The same happened on Thursday morning as the driver and conductor refused to bow before their demandof allowing free travel for the dozens of students. After an exchange of harsh words, it turned into a scuffle and following their legacy, the students thrashed the driver and conductor and started pounding the bus, breaking a window and destroying the LCD inside the bus.

The officials of Foton took immediate notice of the incident and a meeting was called at the Lahore Transport Company’s office where LTC Chairman Khawaja Ahmed Hasaan along with other officials tried to cool the complainants down, convincing them that such an incident would not take place again. However, the LTC officials could not prevent the transport operator (Photon) from shutting down the service across the City daily from 7am till 9am and from 12pm till 3pm.

The operators have not given any timeframe for ending the strike, however, they have demanded that an FIR be registered against the students in this regard. The LTC chairman has decided to send a security guard with every bus to avoid any mishap in the future, believing that this would also help convince the operator to end the partial strike.

He said an FIR would be registered against the offenders and they would be arrested and brought to justice. He went on to say that a precedent should be set by punishing the offenders and hooliganism must be stopped.

The student unions of both MAO College and Diyal Singh College have condemned the incident and disowned the students act, saying that they were not a party to any of such violence.The news.

IT Consultant laughed petition to Lahore High Court

LAHORE The former IT consultant of all eight intermediate and secondary boards of Punjab, Dr Majid Naeem on Thursday moved a petition before Lahore High Court challenging his arrest by the National Accountability Bureau (NAB) on corruption charges. The petitioner stated that his arrest was illegal as it was made without a nod from the NAB chairman and requested that the subsequent physical remand awarded by an accountability court to NAB be declared as illegitimate.


The NAB had arrested Dr Naeem as a reference was filed against him on charges of misappropriating Rs 2,797,850 in Punjab University’s funds and misuse of authority during his tenureas Punjab University College of Information Technology principal. The court had already rejected his acquittal application in the case. Dr Naeem soon after his remand by the NAB court had moved an application for plea-bargain.Daily Times.

LAHORE Student historians of the Government College University Lahore made history by beating other finalists on Wednesday in the inter-departmental Faiz Ahmed Faiz quiz, 2011.

The event, organised by Ravians Quiz Society, saw odd finalists: chemistry, psychology, statistics and history, which were asked questions on the literary works and life of celebrated literary figures of the sub-continent — Faiz Ahmed Faiz, Allama Muhammad Iqbal and Rajinder Singh Bedi.

The competition among 13 academic departments of the university spanned up to six rounds, says a press release.In the rigorous battle testing the knowledge and wits of participants, the statistics department team stood third, chemistry department second and history department first. The winner team consists of Amish Hassan and Tehseen Wattoo.

Speaking at the prize distribution ceremony, Vice Chancellor Prof Dr Muhammad Khaleequr Rehman advised the Ravians to lead a life of a true Muslim and a patriot Pakistani.

272 Fake Degrees PU Declares

Punjab University received 25, 732 degrees for verifications, declares more than 1000 ‘doubtful’.

LAHORE: Punjab University declared the degrees of 272 government officials fake on Thursday after the completion of the degree verification process, reported Express 24/7. More than 1000 degrees were also declared ‘doubtful.’

The degrees were sent to Punjab University by various federal and provincial government departments for verification.



Sources say that the university received 25,732 degrees between 2010 and 2011.

The university authorities have started compiling the data, and details of the degrees will soon be sent to the concerned departments.

The Supreme Court had also asked the Election Commission of Pakistan (ECP), last July, to verify the degrees of all lawmakers and had directed that cases offake degree holders should be decided by district and sessions judges within three months.


The ECP had declared degrees of 60 legislators fake but no FIR has been registered against any legislator.
