HEC to take up non-provision of 22 MPs degrees with ECP

HEC to take up non-provision of 22 MPs degrees with ECP
Islamabad: Non-provision of degrees of 22 elected representatives would top the agenda of the meeting likely to be held on Thursday between respective representatives of Higher Education Commission (HEC) and Election Commission of Pakistan (ECP), the sources said here on Sunday.

The sources said that HEC’s focal person Rahim Bux Channa vigorously took up the issue of those degrees that were yet to be received by the commission in the first meeting held on August 5 and asked the ECP’s nominated officer to ensure provision of these degrees at the earliest.

“But despite assurance by the ECP’s nominated person in the first meeting no more degree has been provided to HEC and the issue is going to be taken up again in the upcoming meeting,” the sources said.

HEC’s focal person Rahim Bux Channa said that provision of degrees of all elected representatives is necessary for completion of verification process and “we would take up the issue again in the upcoming meeting.” He said HEC has so far tested 294 degrees out of which 246 were declared genuine and 47 fake in line with the reports presented by the respective universities while cases of 12 degrees were pending before the courts. Para 3 (IV) of the policy guidelines issued by the ECP verification is required in respect of “all degrees” submitted by the members in their nomination papers.

ECP’s nominated officer Muhammad Afzal Khan has already said that all degrees of the elected members as per their own declarations in the nomination papers would be verified.

Rahim Bux Channa said they are trying to complete the verification process as soon as possible but “everything is not in our hands.” To a question he said it is up to ECP whether it secures degrees directly from the elected members or asks respective returning officers who hold record of nomination papers.

One of the senior officials of HEC told this scribe that an interaction between Chief of the Army Staff General Ashfaq Pervez Kayani and HEC Chairman Dr. Javed Leghari has nothing to do with the verification of degrees. He said HEC is trying hard from the very first day to speed up the verification process and it would continue to pursue the same policy in the coming days.

HEC Executive Director Dr. Sohail Naqvi said there is some unnecessary hype about interaction between the Army Chief and HEC chairman as both of them were only present there due to a board meeting of NUST. “We have a very clear policy about verification of degrees of the elected representatives and we have been pursuing it from day one,” he said.

To a question he said he cannot make any guess about how much time the verification process would take, saying “we are trying to complete it at the earliest.”

HEC degree verification & universities

HEC satisfied with varsities’ cooperation
Islamabad, Aug 07: The Higher Education Commission (HEC) on Friday clarified that it was satisfied with the process of verification of degrees of parliamentarians being carried out by universities.

In a statement issued by the commission, it said all universities were cooperating with the HEC and the entire process was being carried out according to the prescribed rules and regulations.

Clarifying the news reports saying an HEC team had made a surprise visit to the University of Sindh, the HEC said the news was not based on facts as neither an HEC representative had made such visit to any university, nor was it an HEC policy to make surprise visits to universities for any purpose.

“The media is requested to verify any such news before its dissemination through print or electronic media,” the statement said.

Meanwhile, Dr Reazuddin, an HEC scholar, has completed his doctorate in Molecular Modelling from the University of Illinois under the HEC’s scheme titled ‘Development of High Level S&T Manpower through Split PhD”. Dr Reazuddin is the first PhD in the field of Computational Drug Discovery in Pakistan. His research work has been published in international journals with a cumulative impact factor of 8.68.

The split PhD programme was designed to provide scholars a chance to complete a portion (two to three years) of their PhD work in a reputable foreign university. The objective was to enhance research exposure of the scholars already registered for a PhD in Pakistan.

Dr Reazuddin proceeded to the University of Illinois as a visiting research scholar after studying for two and a half years at HEJ Research Institute of Chemistry.

“The opportunity provided by the HEC to study in a multi-cultural and multi-ethnic environment has broadened my vision. I have learnt different ways to tackle complex situation through improved problem solving skills”, said Dr Reazuddin, who aims to share his knowledge and expertise with the youth in Pakistan. APUASA notifies government Pressure on Higher education Commission chairman

Peshawar: The Khyber Pakhtunkhwa chapter of the Federation of All Pakistan UniversitiesAcademic Staff Associations (FAPUASA) condemned the tremendous pressure from government as well as opposition benches on the Higher Education Commission (HEC) Islamabad in the verification of fake degrees of parliamentarians and requested the chief justice to take notice of the threats being hurled at HEC chief Dr Javed Leghari.

In a joint statement, Prof Dr Fida Muhammad and Prof Dr Iftikhar Khalil, president and general secretary of the Agricultural University Teachers Association as well as Khyber Pakhtunkhwa chapter of FAPUASA, said the role of the HEC was to uphold merit and streamline higher education in Pakistan to compete with other nations of the world.

Unfortunately, they said, the principled stand and role of Dr Javed Leghari was not liked by those opposing verification of fake degrees. The KP Chapter of the FAPUASA also declared the degree verification process of all BPS-17 and above employees of the government as a bold step taken by the HEC.

The FAPUASA office-bearers took strong note of the current situation and supported the HEC in the verification process. They said the HEC should be allowed to perform its meritorious role without any interference from the government.

HEC fully authorized to carry out verification of degrees

Islamabad: Higher Education Commission (HEC) rubbishing Education Minister’sstatement Thursday clarified that it is HEC that is authorized to verify the degrees.

In a statement HEC spokesman said, HEC is fully authorized, under Ordinance 2002, to carry out verification and scrutiny of the degrees.

He termed Aseff Ahmed Ali’s challenging the powers enjoyed by HEC as incomprehensible.

The spokesman said HEC functions under the Prime Minister and not the Education Minister.

HEC Now Verifying Address of degree holders

Karachi: Federal Minister for Education Sardar Aseff Ahmed Ali has said that Higher Education Commission (HEC) is carrying out verification of (parliamentarians’) degrees in violation of the Constitution.

Talking to Geo News, the Education Minister said it is the Education Ministry that is authorized to undertake the review of the degrees.

He said the HEC should have sought permission from the Education Minister prior to embarking on the exercise of verification of the parliamentarians’ degrees.

“A high level commission, also comprising members of the Law Ministry, will be constituted to carry out review of the HEC verified degrees,” Sardar Aseff told Geo News.

He said he is accountable to the parliament not to HEC.
