The Higher Education Commission (HEC), formerly the University Grant Commission, is the primary regulator of higher education in Pakistan. InPakistan, up till 2002, Universities were recognized by the University Grants Commission (UGC) which draws its powers from The University Grants Commission Act, 1974. The Act was repealed in 2002 by the Higher Education Commission Ordinance, 2002[1] and since then, Higher Education Commission of Pakistan (HEC) is responsible for higher education policy, quality assurance, degree recognition, development of new institutions and uplift of existing institutions in Pakistan. It also facilitated the development of higher educational system in Pakistan. Its main purpose was to upgrade universities in Pakistan to be centres of education, research and development.[citation needed]

The HEC has played a leading role towards building a knowledge based economy in Pakistan by giving out hundreds of doctoral scholarships for education abroad every year. Dr. Javaid Laghari is the last incumbent appointed HEC Chairman.[2]

HEC's autonomous status was revoked and it was brought under the control of the Ministry of Professional and Technical Training in June 2012.[3][4]but the Honourable Sindh High Court suspended on 18.07.2012 the Notification dated 08.06.2012 whereby the HEC was placed under the auspices ofMinistry of Professional and Technical Training

There has been much praise of the higher education reforms under the leadership of Prof. Atta-ur-Rahman,FRS, its former Chairman. Pakistan has also been given a number of prestigious international awards for the remarkable transformation of the higher education sector.

Prof. Wolfgang Voelter (Tübingen University, Germany) in his article in Pakistan's leading Daily Newspaper Dawn entitled "The Golden Age" writes "A miracle happened. The scenario of education, science and technology in Pakistan changed dramatically, as never before in the history of Pakistan. The chairperson of the Senate Standing Committee on Education recently announced it as "Pakistan's golden period in higher education".[11]

A US educational expert Prof. Fred M. Hayward has also praised the reform process undertaken by Pakistan: "Since 2002 a number of extraordinary changes have taken place. Over the last six years almost 4,000 scholars have participated in PhD programs in Pakistan. More than 600 students have studied in foreign PhD programs. The Higher Education Commission instituted major upgrades for laboratories and information and communications technology, rehabilitation of facilities, expansion of research support, and development of one of the best digital libraries in the region. A quality assurance and accreditation process was also established. Its successes have been remarkable as the recurrent and development budgets increased 340 percent in real terms from 2001 to 2005/06. By 2008, as a result of its policy and financial successes, most universities had become strong proponents of the Higher Education Commission.Quality had increased significantly, and several institutions were on their way to becoming world-class institutions. Many expatriate Pakistanis returned from abroad with access to competitive salaries. About 95 percent of people sent abroad for training returned, an unusually high result for a developing country in response to improved salaries and working conditions at universities as well as bonding and strict follow-up by the commission, Fulbright, and others."[12]

Prof. Michael Rode, Former Chairman of the United Nations Commission on Science, Technology and Development and presently heading a Network of European and Asian Universities (ASIA-UNINET) writes: "The progress made was breath-taking and has put Pakistan ahead of comparable countries in numerous aspects. To name just a few, the establishment of a free access to scientific literature by high-speed Internet for all universities, the thousands of promising young scientists who were granted PhD studies at top universities abroad, the upgrade of research equipment accessible across the country and the programme of establishing new universities of science and technology, including technology parks attracting foreign investors, prove the efficiency and the long-term benefits for the country enabled by the HEC's chairman.The United Nations Commission on Science and Technology has closely monitored the development in Pakistan in the past years, coming to the unanimous conclusion that Prof Rahman’s policy and programme is a 'best-practice' example for developing countries aiming at building their human resources and establishing an innovative, technology-based economy."[13]

Pakistan has won four international awards for the revolutionary changes in the higher education sector brought about under the leadership of Prof. Atta-ur-Rahman, Chairman (Federal Minister), Higher Education Commission. The TWAS (Academy of Sciences for the Developing World, Italy)Award for Institutional Development was conferred on Prof. Atta-ur-Rahman at the 11th General Conference of TWAS in October 2009.."[14] The Austrian Government conferred its high civil award "Grosse Goldene Ehrenzeischen am Bande" (2007) on Prof. Atta-ur-Rahman for transforming the Higher Education sector in Pakistan.[citation needed] Prof. Atta-ur-Rahman was also elected as Fellow of Royal Society (London)(2006)[15] and Honorary Life Fellow of Kings College, Cambridge University (2007)[16] in recognition of his academic contributions as well as his services to the higher education sector in Pakistan.

Nature, a leading science journal,has also written a number of editorials and articles about the transformation brought about in Pakistan in the higher education sector under he leadership of Prof. Atta-ur-Rahman, former Chairman (Federal Minister), Higher Education Commission.

In an article entitled "Pak Threat to Indian Science" published in the leading daily newspaper Hindustan Times, India, it has been reported that Prof. C.N.R. Rao, Chairman of the Indian Prime Minister's Scientific Advisory Council made a presentation to the Indian Prime Minister at the rapid progress made by Pakistan in the higher education sector under the leadership of Prof. Atta-ur-Rahman, Chairman, Higher Education Commission. It was reported that as result of the reforms brought about in Pakistan " Pakistan may soon join China in giving India serious competition in science". "Science is a lucrative profession in Pakistan. It has tripled the salaries of its scientists in the last few years."[17]

The creation of HEC has had a positive impact on higher education in Pakistan.
Established the finest Digital Library in Pakistan: Every student in every public sector university today has access to 45,000 textbooks research monographs from 220 international publishers as well as to 25,000 international research journals - regarded as one of the best digital libraries anywhere in the world.[18][19]
Tripled University enrollment from 135,000 in the year 2003 to 400,000 in 2008.[20]
Promoted research, resulting in huge expansion of international research publications from Pakistan from only 600 research papers /yr in 2003 to 4300 research papers in 2008.
During the 56 year period (1947–2003) not a single Pakistani university could be ranked among the top 600 universities in the world. Today 2 Pakistani universities ranked among top 200 World’s Technology Universities.[21][22]
Four year undergraduate program introduced so that our degrees are internationally recognized.[citation needed]
About 5000 Ph.D. level scholarships awarded for study in technologically advanced countries (largest program in developing world) and some 3,000 indigenous Ph.D. scholarships have been awarded. The world’s largest Fulbright Scholarship program (US $ 150 million) launched with joint funding (HEC/USAID).[citation needed]
Fifty one new universities and degree awarding institutes and 18 campuses of existing universities established during (2003–2008).[23]
Sending 1000 Pakistani students to study medicine in Cuba[24] and doing their best to register their degrees by PMDC and soon will send a delegation of members of PMDC,HEC and MNAs

Amongst the objectives of this project a primary objective of introduction of Video Conferencing facility is to enhance students teachers interaction through distance learning, bridge the gap of good faculty, meet the shortage of faculty members at the universities located at far-flung areas and ultimately to uplift the standard of education in Pakistan. HEC aims to give Pakistan a bright future through a young, qualified and energetic generation.[citation needed]

In the 1st phase starting September 2006 eminent scholars from Pakistan will deliver interactive lectures on various topics and recorded lectures from foreign universities will be broadcasted. The lectures delivered/broadcasted will be aimed to develop fundamental concepts, to enhance the critical thinking for under-graduate and graduate students and to discuss cutting edge technologies/research work in the fields of modern sciences for students and faculty members. In the 2nd stage interactive lectures from foreign universities will be arranged. Nobel Laureates/Eminent scientists/researchers will be invited to deliver lectures to share their knowledge/research work. This program will continue and the remaining 32 universities in 2nd phase will become part of the program.

Currently there are more than 65 sites which are operational all over Pakistan and availing this facility for conducting lectures, meetings and other events etc.

But the old people working with old technologies are reluctant to adopt the new trends, said Farrukh Nizami, an IT expert while addressing a seminar on Cisco Certified Network Association (CCNA) held at Sir Syed University of Engineering & Technology, on Sunday. He pointed out that Internetworking has grown fast during the last few decades to maintain the basicuser requirements with major purpose being to connect several related networks jointly so that each user could share the information same moment. He said that Internetworking involves connecting networks which use different protocols and how different nodes in a network are connected to each other and how they communicate. “There is no scarcity of jobs in the market for networking/IT professionals, he said adding that still capable candidates are not available in the field”. He explained that Cisco Networking Academy is a global education programme which teaches students how to design, build, troubleshoot, and secure computer networks for increased access to career and economic opportunities in communities around the world. Punjab University, an oldest seat of learning in the sub-continent turned 130 years



LAHORE - The Punjab University, an oldest seat of learning in the sub-continent turned 130 years on Sunday with 30,000 students studying in 13 faculties comprising 73 disciplines. Tracing the history, Punjab University Chief Librarian MuhammadHanif said that PU was formally established with the convening the first meeting of its Senate on Oct 14, 1882, at Simla with Sir James Broadwood Lyall as first VC. It came into existence as a result of a long drawn struggle of the people of Punjab after the War of Independence in 1857. Contrary to previously established three universities Bombay, Madras and Calcutta which were only examining institutions, the PU was both teaching as well as examining body right from the first day.
He said the contribution of Dr GW Leitner, a Hungarian and a naturalised Britisher, was instrumental in the establishment of PU and he became its first registrar. “Prof AC Woolner, who remained vice-chancellor of this university during 1928-1936, played a key role in its development during the initial decades of this century. His statue still stands in front of the Allama Iqbal Campus of the university,” he said, adding that Dr Umar Hayat Malik became first VC after partition and Prof Dr Mujahid Kamran was its 51st VC. The strength of the faculty was greatly reduced because of the migration of non-Muslim teachers and scholars at the time of independence.
NOBLE LAUREATES: PU has produced three noble laureates, Har Gobind Khorana, Abdus Salam and Subrahmanyan Chandrasekhar.
Hanif said that during the last five years PU had gone through a number of institutional reforms aimed at quality in teaching and research and a number of newly emerging disciplines have been added to make the varsity education relevant to the needs of the society.
He said PU differed from the other universities because of its adherence to ideological and cultural values while maintaining a progressive professional posture.


About library history, he said it was established in 1873. He said that in the beginning, only 2,000 books of Sir Donald Macleaod were purchased for Rs 2,500 in 1873 but now there were over 7 lakh books with 28 personal collections of eminent scholars. It has also emerged the largest e-library in the country with 63,000 Higher Education Commission digital books on line, he added.
About academic achievements, Hanif said that a record number of 525 PhDs were produced during the last 5 year while 130 PU teachers presentedresearch papers in international conference in the period.
On the other hand, PU had hosted 31 international and national conferences and 215 books authored by teachers on different topics and over 1,000 research papers produced by teachers were also published in leading journals.
He said it was the first time in PU history that all Baloch students and special students were being educated free with Rs 3,000 per month scholarships and free hostel accommodation and food.

Christians asked to leave local army camp



LANDI KOTAL, Oct 14: The commandant of Khyber Rifles on Sunday ordered about 30 Christian families, residing in the local army camp, to vacate their houses immediately.

The orders were verbally conveyed to the Christian families when they were assembling in a church, situated in the camp, for Sunday service. “Khyber Rifles personnel, wielding sticks and batons, ordered us to vacate our houses immediately,” Arshad Masih, chairman of Christian community in Khyber Agency, told media persons.

He said that only those Christians, who were government employees, were allowed to stay in their homes while the rest were ordered to pack their belongings and leave the army camp forthwith.

None of the Khyber Rifles officials was available for comments, however, an official of the local politicaladministration told Dawn that nearly 30 families, who were residing in the camp without any official permission, were ordered to leave.

“The local political administration has nothing to do with the expulsion of Christians from the army camp as the area is not under its control,” the official said.

He added that Khyber Rifles issued several notices to those Christian families in the recent past but they didn’t pay any heed to them.



The official said that only government employeeswere allowed to stay and reside inside the army camp. They were no more entitled to live in the army camp as they had retired from service, he added.

Meanwhile, the Christian families staged a protest demonstration outside Landi Kotal Press Club on Sunday. Holding banners and placards, they appealed to the officials concerned to show mercy on them as they had no other place to go.

Talking to journalists, Arshad Masih said that most of them had been residing in the army camp for almost a century as their forefathers migrated from other parts of the country in 1914, before the creation of Pakistan, and settled down in Landi Kotal.

He said that they were not entitled to any other jobother than that of sweeper. “At present there are only 40 posts of sweepers at the army camp. The rest of us are jobless as we don’t possess tribal domicile and computerised national identity card of Fata,” he lamented.

The protesting Christians said that instead of expelling them from their houses, the government should grant them permission to buy property in the tribal areas and allocate quota to them in government jobs.

University Teachers seek Rs10bn to help ease varsities’ financial crisis



KARACHI, Oct 14: Expressing concern over a financial crisis being experienced by all public sector universities of the country, university teacher representatives have called upon the government to immediately release at least Rs10 billion to the Higher Education Commission.

The financial crisis, according to sources, has developed on account of the government’s failure in making timely release of adequate funds to the HEC. Resultantly, the universities have no money to pay for the 40 per cent raise in salaries that the government has given to all public sector employees over the past two years.

The acute shortage of funds, they said, was also badly affecting research and academic activities. Not a single penny had been paid on account of development funds since the last quarter of the last financial year.

Speaking to Dawn, Prof Dr Muttahir Ahmed, the president of the Karachi University Teachers’ Society (Kuts), said that the crisis was not KU specific and all public sector universities were being affected. “The universities are getting funds in three to four instalments and then even that instalment is half of what is promised,” he said.

Regarding the situation at Karachi University, he said that this time it seemed that the financial crisis was far more serious than what the institution had been facing over the past few years.

Earlier, he said, the KU had been managing largely from the evening programme funds but now it appeared that the reserve had already been exhausted.

He referred to a recently held meeting of the university’s academic council where the vice chancellor had admitted that the university’s financial position was very weak.

“We were told that the university has no money to pay salaries to its staff. The vice chancellor looked extremely worried since the government has announced that public sector employees will be paid salaries before Eid,” he said.

Prof Dr Abid Husnain, former Kuts president, blamed the previous university administration for the financial crisis and said that when the present vice chancellor took over the university coffers were empty.

“The situation today is highly worrisome. The university has refused to attend requests for academic expenses and we have no idea how the situation would be tackled,” he said.

Dr Kaleemullah Bareach, the president of the Federation of All Pakistan Universities Academic Staff Association, said that no amount of this year’s budget had been given to the universities and the government needed to release at least Rs10 billion immediately.



“The Rs4bn released by the government was from the last year’s budget. The university teachers across the country are deprived of raise in their salaries. We are surprised over the crisis at the HEC when employees at other government
departments are getting their salaries without delay.”

He criticised the HEC, which he said did not take up the issue with the government at the right time despite reminders from university teachers.

According to Dr Bareach, the government-HEC conflict over other issues seemed to be a major factor behind the government refusal in addressing the HEC’s financial needs.

“The situation is more serious in Balochistan as well as Khyber Pakhtunkhwa. All public sector universities recently observed a strike for 15 days in Khyber Pakhtunkhwa to force the government to release the salary increase amount pending since July,” he said, adding that the association had called a meeting in Islamabad after Eid to formulate a national strategy on the issue.

He also said a ‘conspiracy’ was under way to commercialise public sector universities. “Rs10 billion is not a big amount. The government has diverted funds to other schemes like Benazir Income Support Programme. The anti-education attitude has forced us to think that a conspiracy against public sector universities is in the offing,” he said.

Dr Humayun Khan from Agriculture University Peshawar said: “Though the vice chancellors of public sector universities have issued notifications regarding payment of enhanced salary following a protest by teachers, no payment has yet been made to the employees.”

HEC Chairman Dr Javed Laghari concurred with teachers on the issue and said the government had backed out of its commitment on funds’ release.

“Last year the finance ministry had given us an assurance in writing that the universities would pay enhancedsalaries to the employees and later the ministry would adjust the amount in arrears. However, this hasn’t happened yet. The government also hasn’t released any amount for development funds since the last quarter of the last financial year,” he said, adding that more than 60 per cent development funds were spent on stipends and foreign and local scholarships.

“The student scholarships and stipends are HEC first priority and it has to cut down its other programmes to pay for their expenses since the government is not releasing any funds for them,” he said.

About the World Bank’s aid, he said foreign funds went to the government exchequer without having any effect on the HEC budget though a part of the aid was promised to be given to the commission.

In Pakistan, a medical school is more often referred to as a medical college. A medical college is affiliated with a university as a department which usually has a separate campus. Currently, there are a total of 88 medical colleges in Pakistan, 38 of which are public and 50 private. All but two colleges are listed in International Medical Education Directory.

All medical colleges and universities are regulated by the respective provincial department of health. They however have to be recognized after meeting a set criteria by a central regulatory authority called Pakistan Medical and Dental Council (PMDC). Entrance in to the medical colleges is based on merit under the guidelines of PMDC. Both the academic performance at the HSC(grades 11-12) and an entrance test like MCAT are taken into consideration for the eligibility to enter most of the medical colleges.

After successfully completing five years of academic and clinical training in the medical college and affiliated teaching hospitals the graduates are awarded a Bachelor of Medicine and Bachelor of Surgery (MBBS) degree and four years education to get a BDS Dental degree. The graduates are then eligible to apply for a medical license from the PMDC.
